Abstract

The goal of cross-border cooperation between regions and countries is viewed as maintaining and improving the level of social, economic and ecological well-being of the region. Despite the fact that cross-border cooperation has been addressed in quite a number of research papers, concrete cooperation tools remain unstudied. The article deals with the case of Kolarctic ENPI CBC Programme 2007–2013 aimed at reducing the peripherality of the northern areas of Finland, Norway, Sweden and Russia, establishing close ties between people living on both sides of the border and creating the best possible conditions for socio-economic development of the Barents Euro-Arctic Region. The analysis of Arkhangelsk Region participation in Kolarctic ENPI CBC Programme showed that trans-border cooperation and international projects are an efficient tool of socio-economic development of the Arkhangelsk Region and its integration into the Barents Region. The wide-ranging implemented projects have strengthened cross-border cooperation in many spheres, involving various target groups and stakeholders into joint activities, expanding interaction between BEAR sectors, creating new formats of collaboration as well as trans-border operational environment for intensified dialogue between authorities, universities and businesses aimed at balanced advancement of the area. At the same time it is noted that, in the context of global economic challenges and increasing demand for new mechanisms of attracting investments into the Russian regions, regional organizations are not doing enough to enhance trans-border economic activity, including implementation of large scale infrastructure projects. The results of this study can be used for further planning of the involvement of regional organizations in international programmes and projects as well as for updating the Arkhangelsk Region development strategy and finding new mechanisms for attracting international investments.
