Abstract

This article deals with the emergence of agricultural resettlement warehouses on the territory of Siberia in the late 19th century and their transformation during the Stolypin agrarian reform. The paper aimed to describe the establishment of the principles of work for these warehouses, which were introduced to improve the economic situation of in-migrants in the late 19th century. These institutions, in addition to loans, were supposed to help the newcomers to Siberia. In order to achieve this goal, both foreign and Russian manufacturers of agricultural machinery were invited to contribute. This measure was intended by the Resettlement Administration to make it easier for the peasant migrants. Partly – at the beginning – this gave good results as the competing manufacturers had to reduce their prices. During the Stolypin agrarian reform, when the migrants’ financial situation further deteriorated, these warehouses became all the more important. However, foreign and Russian companies decided to league together with confirming houses against the resettlement warehouses as their main competitors. Thus, the open door policy had driven resettlement warehouses to the edge of ruin. They managed to survive due to stringent credit policy: now migrants could only get agricultural implements if they paid a deposit. This step ran counter to the main task of resettlement warehouses, namely providing best possible assistance to poor peasants, who during the Stolypin period were relocated to Siberia. The author concludes that resettlement warehouses started to turn into purely commercial institutions, although they had made a certain contribution to the implementation of Stolypin’s resettlement policy.
