Abstract

The article dwells on the organization and holding of congresses of Russian leaders in technical and vocational education during the pre-revolutionary period. The author used a variety of sources, including archival documents and published materials. Crucial for the preparation and organization of these congresses were the “Draft General Normal Plan for Industrial Education in Russia” and “Basic Regulations on Industrial Schools” that urged industrial professionals, academics, teachers, as well as state and county officials to consolidate their efforts for further development of vocational education. The paper shows the relationship between the reformation of the Russian economy and its need for developed vocational education. Further, it specifies the role of the clerisy in establishing organization principles for technical education in Russia during the economic modernization. The author attempts to single out key issues discussed at the meetings in the framework of three congresses and identify their main ideologists. In addition, the paper addresses the issue of delegates from rural professional educational institutions taking part in the sections and exhibitions organized during the congresses. Using the chronological approach to analyze congress materials, the author revealed certain changes in personnel training in the 19th and 20th centuries which affected various social classes in Russia. The author believes that these congresses on technical and vocational education were highly important for the social life of the country and promoted technological literacy among the population as well as brought together the advocates of economic, technological and industrial independence of Russia.
