Abstract

The paper describes the following features of forming the system of personnel training in the
sphere of science and education in the 1920s–1940s: 1) development of legislation, 2) establishment
of the commission on higher education institutions, 3) establishment of the commission on training
scientists at the Department for Agitation and Propaganda of the Communist Party Central Committee,
4) establishment of the commission on training scientists under the presidium of the National Scientific
Council, 5) creation of the institution of nominated students 6) institution of trainees, 7) approval of
the regulations on postgraduate courses at the research institute of the Supreme Council on National
Economy, 8) development of large research institutions. These features are exemplified by the
development of research activities at Orenburg State Pedagogical Institute during that period.
