Abstract

The article is devoted to reforms in the Russian State in the 16th century. The European North is characterized as an important region for the country. The author considers the main forms of participation of Pomor inhabitants in the implementation of reforms of the central and local governments, army, finance and defense. The place and role of the European North in the Russian political history in the era of Ivan IV are shown.
