Abstract

This article analysed archival sources concerning local elections and activities of petty bourgeois in public office. These documents are kept in the collections of the City Duma and the Tatar City Hall of the State Archives of the Republic of Tatarstan. In addition, the paper investigated the attitude of the petty bourgeois living in Kazan to public service. This class of people, like other town dwellers, had the right to participate in municipal self-government, the sphere that during the pre-reform period was quite clearly divided between merchants, who held all the significant posts, and petty bourgeois, located at the bottom of the administrative hierarchy just like guild craftsmen. Having studied the daily practices of Kazan petty bourgeois in municipal self-government, the author points out the controversial nature of their attitude towards public activities. On the one hand, townspeople were generally unwilling to get involved in self-government due to incompetence or low level of education and clearly reluctant to burden themselves with public work to the detriment of their own affairs, which often resulted in shortage of election candidates. On the other hand, municipal government did concern the petty bourgeois, many of whom repeatedly held elective posts during their lifetime. The respect for public office and the society’s scrutiny of candidates identified in the sources under study indicate that involvement in municipal government was socially important for the petty bourgeois. While holding public posts, they took an active part in the life of the town by making efforts to meet the real needs of the community. Thus, it can be concluded that the petty bourgeoisie in Kazan to a large extent exercised the rights of urban citizenship granted to this class as a result of the reforms of Catherine II.
