Abstract

This article is part of the research on the exploration of the Barents Sea islands in the 19th and early 20th centuries. The sources included archival documents from the Russian State Historical Archives and the State Archives of the Arkhangelsk Region. This is the first such comparative historical analysis of the sources originating in the Arkhangelsk Province. The author presents a comparative analysis of five projects and petitions drawn up by different people in the 19th – early 20th centuries and aimed to bring the prospects of Novaya Zemlya and Svalbard exploration to the notice of the Russian government. Two periods are singled out during which these projects and petitions were drawn up. In addition, the article highlights the stand taken by the Russian Government on the exploration of these archipelagos in the 19th and early 20th centuries as well as points out the reasons why the projects were declined by the authorities. The fact that such projects and petitions continued to be presented throughout the 19th century indicates that the problem of Arctic exploration had long been overlooked by the Russian government. The research involved the general scientific methods of analysis, synthesis, generalization, comparative analysis of archival sources, and the historical genetic method. The results of this study can be used for further research on Arctic exploration in the 19th and early 20th centuries, as well as in developing special courses on the history of Arctic exploration.
