Abstract

Russian legislation of the 18th century on forest management and conservation, as well as the formation and development of a control system have often been the subject of research, but the practical implementation of these regulations remains unexplored. Cases of prosecution of officials whose duty was to preserve and take care of forests as well as incidents of illegal cutting allow us to study how the ideas contained in the legislation were put into practice, to identify legal gaps and understand some of the causes of further changes in the field of environmental management. Projects discussed in this article are an important source, which is for the first time introduced in an academic study. Under his reign, Paul I paid scrupulous attention to all aspects of the country’s life, including forest management regulation. Archive materials have revealed a number of interesting phenomena: for example, it was found that the fine for illegal felling (levied strictly in accordance with the law) was lower and thus more preferable than the official permit for tree felling. In 1798, forest management was delegated from provincial administrations to the Admiralty Board in order to replace the unmanageable local officials by reliable naval officers. However, this measure, as well as a number of other activities, failed to produce the expected results. The search for effective environmental management methods continues to this day.
