Abstract

Choosing promising ways of Arctic development is a significant and multifaceted political issue nowadays. Efficiency of the existing strategic management system is crucial for fulfilling the potential of the Arctic in the long-term process of spatial and territorial development of Russia. The question of the Arctic factor affecting Russia’s strategic development is still open, making the analysis of possible models of political control over regional development highly important for the theory and practice of regional management. The article analyzes key approaches to the development of the Arctic. The authors explore the administrative aspect of strategic development of the northern regions. The methodology of the study is based on the following methods: structural, document analysis, comparative, evaluation, and project method. The authors compare Russian and foreign mechanisms of strategic development management in the Arctic. Further, the paper dwells on the basic management paradigms that define the direction of these processes. In addition, the authors present some approaches to the strategic vision for the development of the North. Having analyzed the system of development management of subarctic and Arctic regions, the authors revealed main contradictions in the spatial and territorial strategic development. The paper suggests some recommendations for improving the management of northern Russia, in particular creating a balanced system of development management of the regions.
