Abstract

The paper describes the views on the ecology of fish and sea mammals, which dominated in the north of Norway and Russia at the end of the 19th and early 20th century. The reasons for the conflict between Norwegian fishermen and whalers and the arguments of the disputing parties are described. Norwegian sea hunters claimed to care for the fishery in Norway and Russia, which was expressed in their aspiration to exterminate the “harmful” seals in the White Sea. However, in reality, they attempted to legalize their expansion into Russia’s territorial waters. The Norwegian press represented migrating seals as one of the variants of “Russian menace” and intimidated Norwegian readers by future hunger due to the lack of fish eaten up by “Russian seals”.
